“Current Developments in Tax Law” at Ankara Yıldırım Beyazıt University Symposium Held

With the cooperation of our faculty and Pamukkale University, the Symposium on
Current Developments in Tax Jurisdiction was held with the theme of "An Overview of
Changes and Developments in Administrative Jurisdiction Specific to Tax Jurisdiction". 
By being honored with their presence, President of the Council of State Zeki YİĞİT,
Deputy Minister of Treasury and Finance Abdullah Erdem CANTİMUR, AYBÜ Rector Prof.
Dr. Ali Cengiz KÖSEOĞLU, President of the 3rd Chamber of the Council of State Hanifi
DOĞAN, President of the 11th Criminal Chamber of the Court of Cassation Hanefi KESKİN;
with the participation of Muhsin ATCI, President of the Tax Inspection Board, Ahmet Doğan
ALPEREN, Deputy Chairman of MÜSİAD, Yüksel DUMAN, President of Ankara Tax
Office, Sabri HAFİF, President of Ankara Bar Association No. 2, Fatih Mustafa OLCAY,
President of the Association of Tax Inspectors, the symposium brought together members of
the judiciary, academia, administration and the profession.
In the opening speeches, the importance of the principles of the legality of taxation
and taxation according to financial power, which is stipulated by Article 73 of the
Constitution, was emphasized by Zeki YİĞİT, President of the Council of State, by referring
to the decisions of the Board of Tax Appeals.

Rector Prof. Dr. Ali Cengiz KÖSEOĞLU gave information about our university to the
participants. Stating that this event organized in the field of tax law will make a significant
difference in the field, KÖSEOĞLU thanked everyone who contributed to the organization.
In the first session of the symposium chaired by Prof. Dr. Ersan ÖZ, Prof. Dr. Neslihan
KARATAŞ DURMUŞ, Dean of AYBU Faculty of Law and Co-Chair of the Symposium
Organizing Committee, evaluated the effective remorse law in tax crimes with the
Constitutional Court decision. Then, Assist. Prof. Dr. Derviş ALTINOK presented the
measures of proof in tax law, the burden of proof of the tax administration, and the
importance of justification in this sense. The last presenter of this session was Tax Chief
Inspector Tayfun ÇAKIROĞLU. Mr. ÇAKIROĞLU provided information on the results of

the lawsuits related to the tax inspection reports of the Tax Inspection Board, the results and
feedback received in these lawsuits, and the Lawsuit Follow-up Project, which aims to carry
out the inspection processes in the most accurate way.
In the second session of the symposium chaired by Hanefi KESKİN, President of the
11th Criminal Chamber of the Court of Cassation, Dr Yunus Emre YILMAZOĞLU, Senior
Examining Judge of the Board of Tax Appeals of the Council of State, shared his
recommendations on the way of appeal as well as his analyses and evaluations regarding the
decisions of the Board of Tax Appeals of the Council of State regarding the rejection of the
request for the elimination of the contradiction of the decision between the Regional
Administrative Courts. Subsequently, Mustafa BALCI, President of Istanbul 3rd Tax Court,
presented examples of case law differences, the reasons and drawbacks of case law
differences, and suggestions for reducing them under the title of "Case Law Problem in Tax
Jurisdiction". Selçuk GÜLTEN, Certified Public Accountant, made the last presentation of the
symposium and shared his knowledge, professional experiences and observations on the
adaptation of accounting professionals to the changes in tax jurisdiction.
In her closing speech, Prof. Dr. Neslihan KARATAŞ DURMUŞ, Dean of AYBÜ
Faculty of Law and Co-Chair of the Symposium Organizing Committee, thanked MÜSİAD,
Tax Inspectors Association and Digital Artificial Intelligence Software Company for their
contributions to the Symposium. The event ended with a photo shoot.
